BILL NUMBER:A6249A

TITLE OF BILL:  An act in relation to continuing the membership of the
Roslyn Rescue Hook and Ladder Company
1 in Nassau county

PURPOSE OR GENERAL IDEA OF BILL: To allow for the Rescue Hook and
Ladder Co.
1 of Roslyn to be exempt from the requirement that no more than
forty-five percent of the company's membership be of non-resident
members.

SUMMARY OF SPECIFIC PROVISIONS; Section one of the bill exempts the
Rescue Hook and Ladder Co.
 1 of Roslyn from the provisions of subdivision 7 of S 10-1006 of the
village law, which requires that no more than forty-five percent of
its membership consist of non-resident members.

JUSTIFICATION:  In this economic climate it is very difficult for some
volunteer fire companies to recruit new members to replace those who
may move out of the district. At the same time, many volunteer
firefighters who do move out of the district are willing to continue
their service in their former district of residence. Rescue Hook and
Ladder Co.
1 of Roslyn has many non-resident members who wish to continue their
service, but are not able to because of the residency requirement
where no more than forty-five percent of its volunteer firefighters
may be non-residents. This requirement is a hardship for the company
with regards to staffing, meriting an exemption.
